The Peppol network is a<strong> key player in <\/strong>this revolution. <\/p>\n\n<p class=\"wp-block-paragraph\">This article gives you a complete overview of this network, how it works, and its role in electronic invoicing, particularly in France and Belgium.<\/p>\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h2 class=\"wp-block-heading\" id=\"titre1\">Peppol: what is it?<\/h2>\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/peppol.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Peppol <\/a>(Pan-European Public Procurement On-Line) network is an international infrastructure that facilitates the exchange of standardized business documents between companies and public administrations. Designed to <strong>facilitate the exchange of data <\/strong>between players, Peppol is at the heart of the digital transformation of purchasing and invoicing processes. <\/p>\n\n<p class=\"wp-block-paragraph\">By simplifying communication between public and private players, Peppol helps to make commercial transactions more transparent, secure and efficient.<\/p>\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h3 class=\"wp-block-heading\">The creation of the Peppol network<\/h3>\n\n<p class=\"wp-block-paragraph\">Created in 2008 as part of a <strong>European initiative<\/strong>, Peppol was initially aimed to standardize data exchanges in the public and private sectors. Designed to facilitate public invitation to tenders in Europe (B2G), it has gradually evolved to include<strong> all types of business-to-business<\/strong> (B2B)<strong> transactions<\/strong>. <\/p>\n\n<p class=\"wp-block-paragraph\">Today, it is used in many countries around the world.<\/p>\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h3 class=\"wp-block-heading\">Peppol on the international scene<\/h3>\n\n<p class=\"wp-block-paragraph\">Although initiated by the European Union, Peppol has quickly spread beyond Europe&#8217;s borders. Countries such as Australia, Canada and Singapore have integrated it into their electronic invoicing systems, creating a <strong>truly international system<\/strong>. <\/p>\n\n<p class=\"wp-block-paragraph\">Today, around forty countries use it.<\/p>\n\n<p class=\"wp-block-paragraph\">Peppol is <strong>at the heart of certain reforms <\/strong>concerning the obligation of electronic invoicing between companies. This is particularly the case <a href=\"https:\/\/www.peppolinbelgium.be\/fr\/\" target=\"_blank\" rel=\"noreferrer noopener\">in Belgium<\/a>. <\/p>\n\n<p class=\"wp-block-paragraph\">From January<sup>1<\/sup>, 2026, all Belgian companies and those registered for Belgian VAT will have to dematerialize their B2B invoice flows in accordance with the <a href=\"https:\/\/www.peppolinbelgium.be\/fr\/formats-de-facturation\/#:~:text=BIS%20Billing%203.0,prend%20en%20charge%20ce%20standard.\" target=\"_blank\" rel=\"noreferrer noopener\">Peppol BIS 3.0 standard<\/a>, and exchange them via this system. An exception is made for EDI flows, provided that both partners agree and that the invoices <strong>comply with EN16931-1 and CEN\/TS 16931-2 standards<\/strong>. <\/p>\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h2 class=\"wp-block-heading\" id=\"titre2\">What is OpenPeppol?<\/h2>\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/peppol.org\/about\/\" target=\"_blank\" rel=\"noreferrer noopener\">OpenPeppol<\/a> is an international association that manages and oversees the development of the network. It oversees the conformity of access points, the evolution of technical standards and the governance of the network. <\/p>\n\n<p class=\"wp-block-paragraph\">Members of this association, including companies and public institutions, work together to promote the adoption of Peppol worldwide.<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>National Peppol authorities<\/strong> work in conjunction with OpenPeppol, which delegates certain tasks to them.<\/p>\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h2 class=\"wp-block-heading\" id=\"titre3\">How the Peppol network works<\/h2>\n\n<p class=\"wp-block-paragraph\">Peppol is based on an interconnected model in which partners, known as<strong>&#8220;access points<\/strong>&#8220;, facilitate the secure exchange of electronic documents.<\/p>\n\n<p class=\"wp-block-paragraph\">To receive their invoices, companies and public bodies must be registered in the Peppol directory.<\/p>\n\n<p class=\"wp-block-paragraph\">Its architecture is as follows:<\/p>\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h3 class=\"wp-block-heading\">4-corner model<\/h3>\n\n<p class=\"wp-block-paragraph\">The 4-corner model is Peppol&#8217;s <strong>basic principle<\/strong>. <\/p>\n\n<p class=\"wp-block-paragraph\">Two entities, for example, a company and a public administration, exchange documents via interconnected access points. Indeed, in this model, a <sup>5th<\/sup> player appears: a central platform, generally public and state-owned. <\/p>\n\n<p class=\"wp-block-paragraph\">In France, for example, this platform would be the Public Invoicing Portal (PPF in french).<\/p>\n\n<p class=\"wp-block-paragraph\">This model enables real-time flow control.<\/p>\n\n<figure class=\"wp-block-image aligncenter size-full\"><img decoding=\"async\" width=\"600\" height=\"442\" data-src=\"https:\/\/www.tx2.fr\/wp-content\/uploads\/2025\/04\/schema-peppol-5-coins.jpg\" alt=\"Peppol network: how the 5-corner model works\" class=\"wp-image-44224 lazyload\" data-srcset=\"https:\/\/www.tx2.fr\/wp-content\/uploads\/2025\/04\/schema-peppol-5-coins.jpg 600w, https:\/\/www.tx2.fr\/wp-content\/uploads\/2025\/04\/schema-peppol-5-coins-300x221.jpg 300w\" data-sizes=\"(max-width: 600px) 100vw, 600px\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" style=\"--smush-placeholder-width: 600px; --smush-placeholder-aspect-ratio: 600\/442;\" \/><\/figure>\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h3 class=\"wp-block-heading\">Peppol directory<\/h3>\n\n<p class=\"wp-block-paragraph\">As mentioned above, companies must be <strong>registered on the directory<\/strong> in order to receive their documents. To register, companies must enter their <strong>Peppol ID<\/strong>. This ID uniquely identifies each recipient. It may correspond to the SIRET number, as is the case in France, or to the VAT number, for example.   <\/p>\n\n<p class=\"wp-block-paragraph\">To find out whether the recipient of your document is on the Peppol network, you need to query this directory.<\/p>\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h3 class=\"wp-block-heading\">What messages are exchanged on Peppol?<\/h3>\n\n<p class=\"wp-block-paragraph\">The Peppol network is mainly known and used for the exchange of electronic invoices via the <strong>Peppol BIS Billing<\/strong> message.<\/p>\n\n<p class=\"wp-block-paragraph\">But there are many other Peppol BIS messages, such as Billing Credit Note, Invoice Response, Order Only, Ordering, Advanced Ordering, Order Agreement, Punch Out, Despatch Advice, Catalogue with or without response, etc.<\/p>\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h3 class=\"wp-block-heading\">What formats are used on Peppol?<\/h3>\n\n<p class=\"wp-block-paragraph\">On the network, messages are exchanged in <strong>Peppol format.<\/strong> For example, for electronic invoicing, the vast majority of exchanges today are in Peppol BIS Billing 3.0, a UBL format based on the EN 16931 standard.<\/p>\n\n<p class=\"wp-block-paragraph\">All formats can be exchanged via Peppol access points: EDIFACT, Factur-X, ZUGFeRD for Germany&#8230; Your access point provider will take care of translation into Peppol format. <\/p>\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h3 class=\"wp-block-heading\">What is a Peppol access point?<\/h3>\n\n<p class=\"wp-block-paragraph\">A Peppol access point is an intermediary service enabling a company to connect to the Peppol network. It receives, validates and sends electronic documents, while guaranteeing compliance with Peppol technical standards. <\/p>\n\n<p class=\"wp-block-paragraph\">There are several hundred of them worldwide. Each of these providers must pass <strong>certification tests <\/strong>to become a Peppol Access Point. <\/p>\n\n<p class=\"wp-block-paragraph\">TX2 CONCEPT <strong>is certified Peppol access point since 2019<\/strong>.<\/p>\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h2 class=\"wp-block-heading\" id=\"titre4\">Peppol and the French e-invoicing reform<\/h2>\n\n<p class=\"wp-block-paragraph\">The French e-invoicing reform will require all companies to send their invoices electronically <strong>via PDPs<\/strong> from September 2026. In particular, this will enable the tax administration to combat VAT fraud and to have real-time knowledge of economic activity. For more information on the regulations, please <a href=\"https:\/\/www.tx2.fr\/en\/blog\/\" data-type=\"page\" data-id=\"2654\">consult our articles<\/a> on the subject.  <\/p>\n\n<p class=\"wp-block-paragraph\">In this context, the Peppol network plays a key role, offering a reliable and secure solution for <strong>interoperability between all PDPs<\/strong>. Suppliers&#8217; PDPs will transmit invoices to their customers&#8217; PDPs via Peppol. At the same time, the PDPs will send invoice and e-reporting data to the Public Invoicing Portal (PPF).  <\/p>\n\n<p class=\"wp-block-paragraph\">That&#8217;s why one of the Afnor Electronic Invoicing Commission&#8217;s working groups is focusing on integrating the Peppol network into future invoicing processes.<\/p>\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h2 class=\"wp-block-heading\" id=\"titre5\">Definition of the French Peppol authority<\/h2>\n\n<p class=\"wp-block-paragraph\">In France, as part of the e-invoicing reform, <strong>the DGFiP <\/strong>has announced its intention to become <strong>the French Peppol Authority<\/strong>. It will thus be responsible for setting up and managing the Peppol network in France.
